Putting A Dent In Domestic Violence Statistics

There are more laws aiming to protect victims and arrests from domestic violence are rising- yet the probelm is GROWING! There's gotta be more to this than more rules... we need "TOOLS". Obviously, more arrests, punishments, and jail sentences aren't working towards a solution. The solution lies within- within the "perps" - the abusers - the batterers. Sound Crazy?- Think about it... Let's talk
