He has been deployed to help implement the West's foreign policy initiatives in strategic countries throughout the the Middle East, the former Soviet Union, and the Indian subcontinent.
His most notable international assignments have been:
- Direction and supervision of the US Government’s ½ billion dollar civilian counter-insurgency project in Iraq.
- International Macroeconomic Team Leader that negotiated Iraq’s Emergency Post Conflict Agreements with the International Monetary Fund, resulting in Paris Club debt reduction agreements.
